The Moskvich class was developed in 1946–1947 by the Leningrad Central Design Bureau following a commission from the USSR Ministry of River Fleet. Designed as a double-deck passenger vessel for local river services, the type entered mass production at the Moscow Shipbuilding and Ship Repair Plant in 1948–1949.

The design proved extremely successful. Production continued at several shipyards for approximately three decades, with more than 500 Moskvich-class vessels eventually constructed. Their robust and practical design gave the ships an exceptionally long service life, with examples remaining in operation for many decades.
