Krasnoyarsk belonged to Project 737A, a series of medium-haul river passenger and freight paddle steamers developed for service on the waterways of the USSR. Construction of vessels of this family began in 1951 at the Leninskaya Kuznya shipyard in Kyiv.

These distinctive paddle steamers combined passenger accommodation with freight-carrying capability and became a familiar sight on Soviet rivers. By the mid-1980s, most vessels of the type had been withdrawn from regular service. Rather than being immediately scrapped, a number were transferred to tourist centres and holiday facilities, where they found a second life as stationary accommodation and floating hotels.
